Charter Oak City Council Meeting Minutes July 1, 2024 The Charter Oak City Council met in regular session on July 1, 2024. Mayor Peggy Staley called the meeting to order at 7:00 PM. Members present were Alec Castillo, Russ Maack, Tracy Helmhold, Ben Heyne and Nate Mohr. Others present were Jake Hopp, Kyle Miller, Ashley Mohr and Craig Warnock. Motion Mohr/Castillo to approve the agenda. All ayes. Motion carried. Motion Heyne/Mohr to approve June 21, 2024, special meeting minutes, June 25, 2024, public hearing/special meeting minutes and July 1, 2024, meeting minutes. All ayes. Motion carried. Public Forum: No one present to comment. Council discussed possibly amending building permit ordinance. No action taken. Motion Heyne/Helmhold to allow resident at 403 Cedar to forego $25 fee for not obtaining building permit prior to building fence if fence is removed within 30 days, or resident needs to pay $25 fee and provide a copy of lot survey. All ayes. Motion carried. Department Reports: Fire: Chief Miller reported a bale fire, carbon monoxide call, and a controlled house burn at 1624 J Ave for the month of June. Maintenance: Craig reported he finished his water classes in June and will be attending wastewater classes in July. New pea gravel and white rock was spread at city. Interior of shelter house is being painted this week and park bathroom and exterior of shelter house will be next. Motion Heyne/Castillo to approve first reading of Ordinance 199-24, Weeds and Grass. Motion Heyne/Mohr to approve entering into a blanket nuisance abatement/code enforcement contract with Region XII. Ayes: Heyne, Maack, Helmhold, Mohr. Nays: Castillo. Motion carried. Motion Heyne/Helmhold to approve hiring Dorsey & Whitney to renew Urban Revitalization Plan. All ayes. Motion carried. Council discussed progress on red-tagged buildings on Main Street.
