MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 20, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 20, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda with removing Beau Hupke, Hoffman Agency Insurance Renewal. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present to discuss with the Board the vehicles that were damaged during the storm on June 12, 2024, the phones, concrete replacement and asbestos. Also present were Josh Schaben, Conservation Director; Patrick Prorok, EMA Director; Jim Wigton, IT Director; and Wray Wright Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business also present were Wray Wright and Patrick Prorok, EMA Director. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve progress voucher #3 final FM-C067(94)ó55-67. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of resignation letter from Rod Eneboe effective September 27, 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve internal posting for Operator IIóMapleton Shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve one year wage adjustment for Mark Richardson. He will be going from $24.28 per hour to $25.56 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table miscellaneous utility permits for FARR until more information is presented. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were a bridge program for cities, tubes, and Engineer review with the Board of Supervisor every two months. Peggy Rolph, Auditor was present for authorization to hire an Auditor Clerk. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give authorization to Auditor Rolph to hire Annie Harms as Auditor Clerk. Annie will start at $17 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks were present for Drainage business. It was moved by Fox, seconded by Phillips to approve the drainage claims. The claims are on file in the Drainage office. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. A letter was drafted by the drainage clerk to Makaria E. Kirianov, Erergency Management Specialist II, giving Engineer Caleb Rasmussen permission to be the authorized representative and signatory rights for the Board of Supervisor Trustee Districts for Monona County. It was moved by Fox, seconded by Phillips to approve the letter as written. The letter was signed by all 3 Board of Supervisors and emailed to Makaria on August 20th, 2024. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Sharon Gries, Chief Deputy Assessor was present for the vehicle claim discussion from the storm on June 12, 2024. Repair of the vehicles that were damaged was discussed, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes of August 13, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve Class C Liquor License for Timber Ridge Recreation, LTD. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve credit card application for Mark Witzel, Veteran Affairs with a limit of $2,000. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on lease agreement with William J. and Myrna L. Woods. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change report for six month wage increase for Tammy Blinde. She will be going from $18.70 per hour to $20.01 per hour based on hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
