MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 27, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 27, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips.  Supervisor Absent: None.  Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present for authorization to accept sealed bids for the skid loader and internal sealed bids for the Ford F150 pickup. Also present were Wray Wright and Josh Schaben, Conservation Director. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Sheriff to accept sealed bids for the skid loader. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Sheriff to accept internal sealed bids for the Ford F150 pickup. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was present for public comment he stated that grant writers are available at volunteeriowa.gov the Little Sioux Boy Scout Ranch was also discussed, no action taken. Present, along with the Supervisors and Auditor for the Elected Official/Director Meeting, were: Kevin Ewing, Sheriff; Josh Schaben, Conservation Director, Jim Wigton, IT Director; Patrick Prorok, EMA Director; Sandy Bubke, Zoning/Environmental Health; Haley Bryan, County Attorney; Sharon Gries, Chief Deputy Assessor; Charles Bechtold, Secondary Roads Engineer; Kelly Seward, Recorder and Mark Witzel, Veteran Affairs Director. Absent Abby Riesberg, Treasurer. Activities were discussed and information was shared. Secondary Roads Engineer Charles Bechtold and Secondary Roads Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve external posting for Operator II in Mapleton. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for FARR. The utility permit is on file in the Secondary Roads office.  Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were reviewing specs for trucks, monthly tool box talks, Ida County paving project, rock hauling and roads, no action taken. Beau Hupke, Hoffman Agency presented the insurance renewal to the Board of Supervisors, discussion followed. Also present was Sharon Gries, Chief Deputy Assessor. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the insurance renewal. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Abby Riesberg, Treasurer was present to request extending her remote access.  Also, present were Haley Bryan, County Attorney; Jim Wigton, IT Director; and Sharon Gries, Chief Deputy Assessor. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to extend Treasurer Riesbergís remote access for two weeks. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve one year wage increase for Dylan Stroman, Deputy Sheriff. Dylan will be going from $30.95 per hour with $0.25 per hour for night shift differential to $32.58 per hour plus $0.20 per hour for step two and $0.25 per hour for night shift differential per union contract effective September 3, 2024.
