Charter Oak City Council Meeting Minutes June 4, 2024 The Charter Oak City Council met in regular session on June 4, 2024. Mayor Peggy Staley called the meeting to order at 7:00 PM. Members present were Alec Castillo, Russ Maack, Tracy Helmhold and Nate Mohr.  Others in attendance were Ashley Mohr, Craig Warnock, Jake Hopp, Kyle Miller, Megan Ellerbeck, and Patty Staley. Member Ben Heyne arrived at 7:07 PM. Motion Maack/Mohr to approve agenda. All ayes. Motion carried. Motion Mohr/Helmhold to approve May 6, 2024 regular meeting minutes. All ayes. Motion carried. Public Forum: Jake Hopp presented council with a building permit for a deck. No action taken.   Department Reports: Pool: Managers Megan Ellerbeck and Patty Staley reported opening day was May 27th. They are averaging 26 kids/day. Fire: Chief Miller reported 4 EMS calls and 1 weather spotting call for the month of May. He stated there were a few minor issues with the new tanker truck but was currently at Quality getting repaired. Fire Department had their best turnout to date for the Memorial Day Pancake Breakfast. Maintenance: Craig Warnock reported he started street sweeping west end of town. He also flushed sewer lines by United Bank of Iowa and will continue to do it monthly. Several potholes on Railroad Street were cold patched. Craig stated the dump truck bed was starting to rust and side by side is starting to have clutch issues. He also updated the council on valve replacements at the lagoons. Motion Heyne/Castillo to table first reading of Ordinance No 199-24, Weeds and Grass to clean up verbiage on assessing taxes. Ayes: Castillo, Heyne, Maack, Helmhold, Mohr. Motion carried. Motion Heyne/Castillo to approve first reading of Ordinance No 200-24, One-Way Traffic. Ayes: Castillo, Heyne, Maack, Helmhold, Mohr. Motion carried. Motion Heyne/Castillo to approve Resolution No 06-04-2024, Revising Employee Handbook. Ayes: Castillo, Heyne, Maack, Helmhold. Abstained: Mohr, due to conflict of interest. Motion carried. Motion Heyne/Castillo to approve Resolution No 06-04-2024B, Approving Fiscal Policies. Ayes: Castillo, Heyne, Maack, Helmhold, Mohr. Motion carried. Motion Heyne/Mohr to approve Resolution No 06-04-2024C, Mayor Pro Tem Resignation/Appointment. Ayes: Castillo, Heyne, Maack, Helmhold, Mohr. Motion carried. Council discussed sale of hail damaged steel in city park. No action taken. Council discussed a service provided by CIT, cleaning and televising our sewer lines, and a GIS mapping service provided by SAM. No action taken. Motion Heyne/Mohr to approve outdoor liquor license for the Community Club for July 6th street dance. All ayes. Motion carried. Motion Heyne/Helmhold to approve hiring Rylie Linkenhoker as lifeguard for the 2024 pool season. All ayes. Motion carried. Motion Helmhold/Castillo to approve bid from Klink’s Dozing to repair storm drain at the corner of Main Street and Railroad Street for $5,347.50. All ayes. Motion carried. Council discussed bids for hail damage repairs from JL Construction and Klink’s Dozing. Motion Heyne/Helmhold to approve bids from Klink’s Dozing to paint and complete the rest of the hail damage repair work in the city park for $41,239.00. All ayes. Motion carried. Council discussed offer to purchase city real estate. No action taken. Motion Mohr/Castillo to set June 25, 2024 at 7:00 PM for the Public Hearing for FY 2023/2024 Budget Amendment. All ayes.
