Charter Oak City Council Special Meeting Minutes June 21, 2024 The Charter Oak City Council met in special session on June 21, 2024. Mayor Pro Tem Nathan Mohr called the meeting to order at 7:00 PM. Members present were Nathan Mohr, Tracy Helmhold, Ben Heyne and Alec Castillo. Member Russ Maack arrived at 7:32 PM. Others in attendance were Ashley Mohr, Jessica Jepsen and Debra Kuhlmann. Motion Helmhold/Heyne to approve agenda. All ayes. Motion carried. Council spoke in detail with 4-H Committee Members Jessica Jepsen and Debra Kuhlmann regarding the 4-H pavilion and exhibition buildings in the City Park. Discussed responsibility and ownership of the livestock pens and gates. Jessica Jepsen stated LeRoy Stover bought the first 18 gates and Dan and Fred Jepsen fabricated the remaining gates (around 40 gates total). The 4-H Committee would like to be the ones removing/replacing pens but if no one is available to do so they are ok with the gates and pens being removed, as long as renter has prior approval from 4-H committee to remove them, and the renter puts gates and pens back up when finished with event. Gates are color coated for easy tear down/set up. Due to the Achievement Days celebration that takes place in July, it would be best if the two weeks before and after Achievement Days the buildings are not rented out without speaking to the 4-H committee first. The 4-H committee members agreed that if prior approval is not given before gates are removed then deposit is forfeited. Updates were made to the Renter’s Policy regarding gate and pen removal/replacement terms. Motion Heyne/Helmhold to approve #3(d) rental agreement change and recognizing ownership of the livestock gates and pens belonging to the 4-H Achievement Days Committee and relinquishing responsibility of gates including removal and replacement of gates. All ayes. Motion carried. “If you would like the gates/pens removed for your event please contact city hall (712-678-3580) so a 4-H committee member can be contacted to make arrangements for this request. If you remove the gates and pens without prior approval you forfeit your deposit” Motion Heyne/Mohr to adjourn at 7:52 PM. All ayes. Motion carried.
