MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 11, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 11, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:35a.m.  Supervisor Absent: None.  Also, present were Auditor Peggy A. Rolph and Wray Wright. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present to discuss the current vehicle situation. Discussion followed. No action taken. Wray Wright inquired about hiring a County Engineer, overload weights on the roads, and farm to market roads. Discussion followed with no action taken. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintend Shawn Bellis were present for Secondary Roads business.  The fuel bids were as follows Sexton Oil Company bid was $0.05 bid margin over rack rate; Agriland FS, Inc bid was $0.0775 bid margin over rack rate; Farm Service Cooperative bid was $0.075 bid margin over rack rate; NEW Cooperative bid was $0.15 bid margin over rack rate; Miller Fuel & Oil Company no bid. A bid tab will be put together. No action taken. The salt bids are as follows Blackstrap bid was $68.80 per ton; Cargill no bid; Central Salt bid was $70.10 per ton; Hutchinson Salt Company no bid; Johnson Feed bid was $73.00 per ton; Purina/Land OíLakes bid was $73.50 per ton; and Skyline Salt no bid. A bid tab will be put together. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve internal posting for Operator III in Soldier. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk, were present for Drainage business. It was moved by Fox, seconded by Brouillette to table the Harold and Margaret Phipps Petition on the McNeill Lateral 8. Vote on motion:  Ayes:  Fox, Brouillette and Phillips.  Nays:  None.  Motion Carried. At the hour of 10:30 a.m., the Monona County Board of Supervisors convened as the Official Canvassers of the June 4, 2024 Primary Election with Commissioner of Elections Peggy A. Rolph, Election Deputy Sheri Streeter, and Clerk Courtney Nagel attending to present the Official Tally List. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION 2024-10 CERTIFICATION (CANVASS) OF PRIMARY ELECTION RESULTS WHEREAS, the PRIMARY ELECTION was held as prescribed by law on June 4, 2024, and: WHEREAS, the Board of Supervisor and ex officio Board of Canvassers have canvassed the vote of said election in accordance with ß43.49 and ß50.24 of the Code of Iowa, now therefore; NOW, THEREFORE, BE IT RESOLVED that we, the undersigned members of the Board of Supervisors and ex officio Board of Canvassers of Monona County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the PRIMARY ELECTION, held June 4, 2024, and that no obvious clerical errors were identified during the canvass. Six hundred and ninety nine (699) people voted at the polls on Election Day. One hundred and sixty two (162) absentee ballots were accepted for counting. Zero (0) provisional ballots were accepted for counting (included in absentee total). A total of eight hundred and sixty one (861) people voted. Rolph       MONONA COUNTY AUDITOR Kelly Parsley, Deputy Auditor, was present to review the large group life insurance quotes from Pekin, EBS, and Reliance Matrix with the Board of Supervisors. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to table the large group life insurance quote until more information is received. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Treasurer Riesberg was unable to attend the meeting so Auditor Rolph presented the tax abatement for the City of Mapleton. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2024-09 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the  Monona County Treasurer that a parcel taxed as a Mobile Home, MTMV S2147 owned by City of Mapleton has delinquent taxes for January 1, 2024 - June 30, 2024, totaling $72.00. There will be no future taxes as the Mobile Home has been destroyed and removed and;   WHEREAS, the administration in accordance with Iowa Code Chapter 435.25 deems this administratively impractical to pursue tax collection, the County Treasurer has asked the Board to abate these taxes by resolution. BE IT HEREBY RESOLVED that the past year tax concerning MTMV S2147 are hereby abated. Passed and approved this 11th day of June, 2024. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Board of Supervisor’s signatures on Secondary Road’s Union Contract wage re-opener for FY25. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve application for fireworks permit for Onawa Volunteer Fire Department. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
