MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 18, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 18, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Deputy Auditor Sheri Streeter and Wray Wright. Supervisor Phillips departed from the meeting at 10:00 a.m. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present to discuss the vehicle and building damages caused by the hail storm. There were 9 out of 12 vehicles that were hit by the hail and some possibly totaled. Also, he discussed the purchase of new vehicle due the storm. Adjusters will be coming this week to assess the damages. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table purchase of a new vehicle. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintend Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to award the fuel contract to Sexton Oil Company for $0.05 over the rack rate. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to award the salt contract to Blackstrap for $68.80 per ton. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 24-20 The Board of Supervisors consents to the recommendation of the County Superintendent to transfer Korey Bothwell to fill the Vacant Operator III position. Start date is July 01, 2024. Current Classification: Operator II Current Salary: $24.82 Proposed Classification: Operator III Proposed Salary: $25.90 Date: June 18, 2024 Ayes: /s/ Bo Fox; /s/ Tom Brouillette; /s/ Vincent Phillips Nays: /s/ Bo Fox Chairman, Board of Supervisors ATTEST: /s/ Peggy A. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Charles Bechtold, County Engineer use of the Secondary Road’s credit card. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Discussion items were county trucks, Blencoe, Onawa, Albaton and Whiting sheds damage from the hail storm, road closures due to work, county trucks over all condition due to high mileage and reliability, and road groomers. No action taken. Amy Borchardt-Sick, Drainage Deputy and Tammy Blinde, Drainage Clerk were present for Drainage business. Others present were Caleb Rassmussen, Engineer and Gary Taylor, Attorney for the district. Gary Taylor is going to make one more attempt to talk with the previous contact he had with Union Pacific Railroad (Jeremy) to see if he can get any answers regarding how the Railroad would like to proceed with the McNeill Main Cleanout Phase 2. There have been over 50 attempts for communication from 12 different people with no follow up from UPRR at this time, including the letter they were served as required by Iowa Code 468.109. Rasmussen will work on getting an informational meeting set for the landowners the beginning of July, so they can be informed of the 4 options presented by ISG to proceed with Phase 2. Rassmussen will reach out to Brian Rife with the Harrison Board of Supervisors to let him know where the project is at as well. Sheri Streeter, Deputy Auditor was present in the absence of Auditor Peggy A. Rolph to request permission to advertise for an Auditor Clerk position. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to give Auditor Peggy A. Rolph authorization to advertise for an Auditor Clerk. Vote on motion: Ayes: Fox, and Brouillette. Nays: None. Motion carried. Abby Riesberg, Treasurer was present to discuss the independent review of the bank reconciliation, per State Auditor. Abbyís recommendation is to have the Supervisors rotate monthly for the reconciliation process. Discussion followed, no action taken. Patrick Prorok, EMA Director was present to discuss the State Disaster Proclamation and the qualifications. Discussion followed. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the minutes of June 11, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve General Ledger journal entries to correct accounts for the courthouse. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of clerk of court report of fees collected for May 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize chairman’s signature on Nyhart Service Agreement for GASB 75. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the 3.5% wage increase effective July 1, 2024 for Sheriff Department per Union Negotiations.
