MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 6, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Thursday, June 6, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette.  Supervisor Absent: Vince Phillips.  Also, present were Auditor Peggy A. Rolph, Wray Wright, and Sharyl Bruning. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Wray Wright asked if the heavy rains had any effects on the county roads. The Supervisors commented on where terraces were removed, there had been dirt coming onto the roads. Discussion followed. No action taken. Kevin Ewing, Sheriff, was present to inform the Board that the engine of the Ford F150 had blown and he would like to remove the Ford F150 trade in value from the Tahoe purchase. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give permission to remove the Ford F150 trade in from the Tahoe purchase and to approve the amount of $10,000 that was the trade in value of the Ford F150. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintend Shawn Bellis, County Attorney Haley Bryan, Chief Deputy Assessor Sharon Gries, Assistant to Engineer Bryan Phillips, Wray Wright, and Sharyl Bruning were present for Secondary Roads business. At 9:00 it was moved by Supervisor Fox, seconded by Supervisor Brouillette to open the public hearing on road vacation 120th Street and Poplar Avenue. There were no written or oral objections to the road vacation. At 9:06 a.m., it was moved by Supervisor Bouillette, seconded by Supervisor Fox to close the public hearing for the road vacation of 120th Street and Poplar Avenue. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, Seconded by Supervisor Brouillette. RESOLUTION NO. SR 24-18 WHEREAS, on June 6, 2024 at 9:00am a hearing on the proposed vacation and closure of a Monona County Secondary Road, part of Poplar Avenue and part of 120th Street, described as follows: The first road was originally established as Wooster Consent in November, 1884 and now known as Poplar Avenue. The portion of road to be vacated is located 33í south of the east quarter corner of Section 11, Township 83, Range 45 of the 5th Principal Meridian and runs south along said section to the southeast corner of same section. The second road was originally established as Francis OíNeil Road in January, 1883 and now known as 120th Street. The portion of road to be vacated is located at the southeast corner of Section 11, Township 83, Range 45 of the 5th Principal Meridian and runs west approximately 993í along said section line. WHEREAS, no objections have been made received, either in writing or by persons present regarding access to their properties. THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF MONONA COUNTY, that a portion of the County Roads Poplar Avenue and 120th Street as described above be ordered vacated and closed. Rolph Monona County Auditor Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the Chairman’s signature on contract for FM-C067(94)ó55-08 Farm to Market Granular Surfacing Project. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the Engineer Contract with revisions by the Monona County Attorney. Vote on motion: Ayes: Fox and Brouillette. Nay: None. Motion carried. Other business was updating the ICEA website, rock, roads, and training. No action taken. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk, were present for Drainage business.   It was moved by Fox, seconded by Brouillette to accept the Harold and Margaret Phipps Petition on the McNeill Lateral 8. Vote on motion:  Ayes:  Fox and Brouillette.  Nays:  None.  Motion Carried. The Petition states that the McNeill Lat 8 on the North side of 340th Street, Sherman Township Section 34 and 35, the water is 12î to 18î deep by the Larch Avenue intersection and is dry and not draining along Ruffcornís property (section 35). They were also concerned that there is only a 12î culvert under the county line at the Larch Avenue Intersection. Fox will visit this site this week and report back to the board. No action taken. Peggy A. Rolph, Auditor is requesting an administrative recount for votes tallied at CP002 Precinct including Cooper, Maple, and Mapleton due to one ballot not being tabulated by the FVS voting machine. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to grant Auditor Rolph permission to perform an administrative recount of votes tallied at CP002 Precinct including Cooper, Maple, and Mapleton. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Abby Riesberg, Treasurer, was present to request a tax abatement for the City of Mapleton. Haley Bryan, County Attorney, was also present. The City of Mapleton did not realize they needed to take title to the mobile home when the prior owner signed it over. It was realized when the City of Mapleton took ownership of the mobile home S2147 by filing for a junking certificate. Ms. Bryan stated that the City of Mapleton would be responsible for the first half of the taxes from July 1st to December 31st. Treasurer Riesberg will send a letter to the City of Mapleton notifying them about taxes being owed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table Resolution 2024-09 Resolution for Abatement of Certain Property Taxes. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the minutes of May 28, 2024 as read.  Vote on motion: Ayes: Fox and Brouillette   Nays: None.  Motion carried.   Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims.   Vote on motion: Ayes: Fox and Brouillette. Nays: None.  Motion carried.   Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of West Central Community Action Annual Report for 2023. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the seconded pay period in June to include June 9th to June 30th being paid on June 28th.
