Charter Oak City Council Meeting Minutes September 9, 2024 The Charter Oak City Council met in regular session on September 9, 2024. Mayor Peggy Staley called the meeting to order at 6:01 PM. Members present were Alec Castillo, Ben Heyne and Nathan Mohr. Member Russ Maack arrived at 6:07 PM. Members absent were Tracy Helmhold. Others present were Ashley Mohr, Craig Warnock, Kyle Miller, Jake Hopp, Jason French, Bruce Lee, Patty Staley, Megan Ellerbeck, and Robert Wendt. Motion Mohr/Castillo to approve agenda. All ayes. Motion carried. Motion Mohr/Heyne to approve August 5, 2024 regular meeting minutes and August 13, 2024 emergency meeting minutes. All ayes. Motion carried. Public Forum: Robert Wendt addressed the council regarding the nuisance of the lots at the corner of Railroad St and Pine. Bruce Lee requested monetary assistance for removing a tree from the right-of-way at the Methodist Church. Department Reports: Pool: Managers Patty Staley and Megan Ellerbeck gave the end of season pool report. Suggested improvements were a pool cover and better tracking of household family members for season passes and punch tickets. Fire: Chief Miller reported one weather and one EMS call for August. He explained the plans to get the new tanker truck in operation. Maintenance: Craig reported to the council that winter prep is underway, the county is going to remove the large tree pile from the storm, and he passed his water treatment and distribution certifications. Motion Heyne/Mohr to approve paying a bill from Totten Plumbing in the amount of $522.50 for 216 Spruce due to a sewer main blockage. All ayes. Motion carried. Motion Heyne/Mohr to approve Resolution No. 09-09-2024, Setting Date for Public Hearing on Proposed Amendment to Revitalization Plan for the Charter Oak Urban Revitalization Area for October 7, 2024, 7:00 PM at the Public Library in Charter Oak. Ayes: Castillo, Heyne, Maack, Mohr. Nays: None. Motion carried. Motion Heyne/Maack to approve the city to assume ownership of the sewer connection from the property line to the main at 666 4th Street. All ayes. Motion carried. Motion Heyne/Mohr to approve moving forward with a fall city-wide clean-up day. Date TBD. All ayes. Motion carried. Motion Mohr/Maack to approve bid for $19,925.85 from Ten Point Construction for curb and gutter work to be done before crack sealing (approved last council meeting) and a bid for $3,170.28 to repair street from water main break at 4th/Birch. All ayes. Motion carried. Motion Mohr/Maack to approve bid from Klink’s Dozing for $5,632.00 to replace 512 sq ft of sidewalk at pool bathhouse. All ayes. Motion carried. Motion Maack/Mohr to approve the city covering the cost for Craig Warnock’s water treatment and distribution certifications. All ayes. Motion carried. Council member Heyne left the meeting at 7:02 PM. Motion Mohr/Maack to approve building a 20’x14’ room addition above an existing deck in rear of house at 319 Birch. All ayes. Motion carried. Motion Mohr/Castillo to approve widening and lengthening sidewalk at 258 2nd St from front door facing 2nd St all the way to the street, running the length of the house. All ayes. Motion carried. Motion Mohr/Maack to approve removing existing front porch and replacing with a 10’x12’ front porch at 223 Main St. All ayes. Motion carried. Council discussed this month’s written complaints. No action taken. Motion Mohr/Castillo to approve the mayor requesting reimbursement from West Central Iowa Rural Water for the City’s costs pertaining to their malfunctioning valve (water main break-plumber costs, street repair costs, lab samples costs, man hour costs, etc). All ayes. Motion carried. Motion Castillo/Mohr to approve bills. All ayes. Motion carried.
