MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 3, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 3, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Marilyn Maly was present to request permission for the bible reading marathon on the courthouse lawn on September 10th and 11th. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the bible reading marathon on the courthouse lawn on September 10th and 11th. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was also present. Patrick Prorok, EMA Director was present to update the Board that Conservation, Secondary Roads, and the Drainage District have all signed up for Public Assistance for the flood. No action taken. Secondary Roads Superintendent Shawn Bellis was present for Secondary Roads business Wray Wright was also present. Discussion items were the Weed Commissioner Report, roads, and meeting with the Bridge Inspectors, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table the Engineer Performance Review. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks were present for Drainage business. Adam Davis was also present. It was moved by Phillips, seconded by Brouillette to approve the drainage claim. The claims are on file in the Drainage office. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Haitz Lateral 4 was discussed and per Engineer Rasmussen, Lat 4 does not go North at Larch Ave per the County Website, but continues West for a quarter of a mile. Drainage clerk will follow up with the Assessorís office to get this fixed. The culverts for Robert Sweedler Petition would fall under Secondary Roads per Rasmussen. It was moved by Fox, seconded by Phillips to accept the Resolution 24-1, which allows the Drainage Districts to use the Monona County UEI number for requesting public assistance from FEMA for the June flooding. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Brouillette, seconded by Phillips to accept the petition filed by Adam Davis on the Losey and Hackett Drainage Districts. The petition states that the trees are not getting sprayed on the Losey and Hackett Drainage Ditches. Adam provided pictures and locations with most being along 180th Street. The Drainage clerk will get with Nate B&W and see about spraying these locations and report back to the Board. A copy of all the pictures from Davis were sent to Nate @ B&W for reference, Ashton Township. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: none. Motion carried. Sheriff Ewing was present to open the internal sealed bids for the Ford F150 pickup and authorization to purchase replacement vehicle due to storm damage. The sealed bid from Monona County Conservation was $15,000 for the Ford F150. The sealed bid from Monona County Secondary Roads was $18,000 for the Ford F150. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to award the high bid to Secondary Roads for the Ford F150. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize Sheriff Ewing to purchase replacement vehicle due to storm damage from Mac’s Chevrolet for a 2024 Chevrolet Tahoe for $50,363.54. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of August 27, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal Entry Approval to correct accounts for Elections. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Manure Management Plan & Plan updates for Lyle Ernst facility #58309. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on Iowa Municipalities Workers Compensation Association (IMWCA) Official Ballot. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Manure Management Annual updates for Ryan Paulsen facility #59952.
