MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 21, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 21, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Kevin Ewing was present for authorization to purchase a vehicle. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to give Sheriff Ewing authorization to purchase a Tahoe from Karl Auto Group for $39,905.20. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintendent Shawn Bellis and Scott Kruse, WHKS via zoom, were present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 24-19 The Board of Supervisors consents to hire Kevin Walker to fill a Seasonal Roadside Operator position at a start rate of $20.00 per hour upon successful completion of a background check, pre-employment physical and drug screening. Start date is June 03, 2024. Date: May 21, 2024 Ayes: /s/ Bo Fox; /s/ Tom Brouillette; /s/ Vincent Phillips Nays: None /s/ Bo Fox Chairman, Board of Supervisors ATTEST: /s/ Peggy A. Rolph Monona County Auditor Haley Bryan, County Attorney, was present for the discussion on the 28E Agreement with the City of Whiting. Attorney Bryan will compose a 28E Agreement between the County and the City of Whiting for approval at a future Board of Supervisors meeting. Discussion items were who can sign vehicle title forms, FEMA projects, and roads. No action taken. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk, were present for Drainage business, along with John Torbert, IDDA Executive Director. It was moved by Fox, seconded by Phillips to accept the petition filed by Larry Hutchinson on May 17, 2024. The petition requests that repairs be made where the Sherman Ditch empties into the McNeill Ditch. A significant amount of dirt has eroded into the McNeill Ditch from the mouth of the Sherman Ditch. The limestone rocks are also shifting into the McNeill Ditch. Mr. Hutchinson is aware the Board of Supervisors will be addressing this petition in the fall after harvest. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. No action taken. John Torbert gave an overall review of drainage procedures. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to go into closed session at 11:30 a.m. per Iowa Code 21.5 (1)(i). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Board of Supervisors conducted an interview for the Secondary Roads Engineer position. At 12:08 p.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. No further action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of May 13 and 14, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Board of Health and the Monona County Conservation meetings. He shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of letter from Woodbury County Community & Economic Development. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairman’s signature to approve liquor license renewal for Dollar General Corporation. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Delta Dental and Delta Vision Policies. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Supervisor Fox, seconded by Supervisor Phillips to hereby adjourn at the hour of 12:47 p.m. o’clock.
