MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 17, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 17, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips.  Supervisor Absent: None.  Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present to open skid loader bids. The bids were as follows: Bill Nielsen bid was $44,100.00, Steven Devening bid was $44,711.69. Sheriff Ewing will contact the bidders. Sharon Gries, Chief Deputy Assessor, was present to request the Board of Supervisors abate the Military Exemption that was omitted on parcel ONWM #8345-05-4-25-042 owned by Andrew James & Megan Schiltz. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2024-23 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the                                                                                                                                                                Monona County Assessor that a correction, due to an error regarding a Military Exemption, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the error with the Military Exemption corrected, the County Assessor has asked the Board to abate a portion of the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that a portion of the 2023 taxes to be collected in 2024 - 2025 totaling $128.00 concerning parcel ONWM #8345-05-4-25-042 owned by Andrew James & Megan Schiltz are hereby abated. Rolph Peggy A. Rolph, Auditor Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. FY 2025 propane bids were as follows: Agriland F.S. $1.15 per gallon, Johnson Propane $1.30 per gallon, NEW Cooperative $1.25 per gallon, Farm Services Cooperative $1.189 per gallon, Miller Fuel no bid, Petroleum Trader no bid, Petromart no bid and James Sexton no bid. Engineer Bechtold will put together a bid tab. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve six-month wage increase for Cameron Golden. He will be going from $23.01 per hour to $24.28 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were safety action plan, the five-year plan, and roads. No action taken. Peggy Rolph, Auditor, requested authorization to advertise for trailer bids to replace election trailer that was totaled by the hail storm. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Auditor Rolph authorization to advertise for trailer bids. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Haley Bryan, County Attorney, was present to discuss the difficulty of hiring an Assistant County Attorney. Discussion followed with no action taken. Ms. Bryan also requested an increase on her county credit card limit. She would like to increase the limit from $1,000 to $2,000. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to increase the County Attorney’s credit card limit from $1,000 to $2,000. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of September 10, 2024 as read.  Vote on motion: Ayes: Fox, Brouillette, and Phillips.  Nays: None.  Motion carried.   Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims.   Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.  Motion carried.   Supervisor Fox attended the Monona County Board of Health meeting and the Monona County Conservation meeting. He shared the information presented. Supervisor Phillips attended the SIMPCO meeting and also shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of the Sheriff’s report of fees collected for August 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairmanís signature on flex group renewal for 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Clerk of Court report of fees collected for August 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
