MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 28, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 28, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and arriving at 11:10 a.m. Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were: Kevin Ewing, Sheriff; Kelly Seward, Recorder; Jim Wigton, IT Director; Sandy Bubke, Zoning/Environmental Health Administrator; Sharon Gries, Chief Deputy Assessor; Patrick Prorok, EMA Director. Absent were Josh Schaben, Conservation Director; Haley Bryan, County Attorney; Abby Riesberg, Treasurer; Shawn Bellis, Secondary Road Maintenance Superintendent; and Mark Witzel, Veteran Affairs Director. Activities were discussed and information was shared. Amy Borchardt-Sick, Drainage Deputy and Tammy Blinde, Drainage Clerk were present for Drainage business. The three-year Onawa assessment schedule update is due this year. The City of Onawa has provided us with yearly updates on permits obtained from the city for the three-year period. The individual parcels that would be receiving a change in their classification due to the update would need to be notified and advised of a public hearing date. Per Caleb, Engineer for ISG, the fee estimate for performing this work is $4,500.00. If additional services are needed, he would inform the Board prior to proceeding on a Time and Material Basis. No action was taken at this time. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintend Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve City of Whiting 28E Agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried Discussion items were testing reflective on signs, plow trucks, road, and hauling rock, no action taken. At 11:30 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette to go into closed session regarding Union Negotiations Strategy Session 20.17 (3). Kevin Ewing, Sheriff was present. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:42 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Fox to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess at 11:59 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to reconvene at 1:15 p.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Board of Supervisors conducted an interview for the Secondary Roads Engineer position. Also present were Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of May 21, 2024 as read. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried.
